Can someone please tell me where the toolset is located?

The Neverwinter Nights (NWN) Toolset (nwtoolset.exe) is located within the bin/win32 subfolder of your main game installation directory, not in the Documents folder. For Steam users, this is typically C:\Program Files (x86)\Steam\steamapps\common\Neverwinter Nights\bin\win32\.
