Is there any reason to level Spot if you are maxing out Listen?

I have ant online key from GOG, so it isn't that. I did try changing the port and it seemed to work once but never again, so I suspect that one time was a fluke.

Does this happen regulary or just for me? non of the other Genars (playing from this house or elsewhere) have this issue. It does usually seem to resolve itself after a server reboot, but still hella annoying when ya want to play. Is there a workaround around this? Btw, i do not have security turned...
