Here's two cents from a dev.

We've always tried to achieve a balance between players having the freedom to do what they want levelling wise and equipment wise, without unbalancing the server from an equipment and gaming experience point of view. There are many different playing styles: Some like to start off at level 1 equipped with the best gear possible. Others like to start off fresh with no help and see how far they can get.

The uber gear in the game is no drop to ensure that things stay fair. I don't think having a complete set of NS gear on a level 1 is a terribly fun way to enjoy what we've built for you all. Working your toon up to level 40, then participating in a few DwP runs and earning your NS armor is an accomplishment in itself, is it not? Other items such as the strength & wisdom rings, rogue gauntlet equipment, and silver mithril stuff, quest rewards that take effort to get, are no-drop to keep the uber gear stuck to the toon that did the quest and make the achievement that much more worth it. Same thing with a triton...what would the fun of being able to use a triton at level 1?

On the other hand, there is plenty of good gear in the mod that is worthwhile getting at each threshold...ie. level 18, level 23/25, and level 40, that remains tradeable/sellable/distributable between a single player's toons. We've done our best to make sure that there is decent gear worth getting at each of these stages. Tokens such as the Kutalch Rune, Elemental Rune, Garagoth Rune, and other tokens are no drop as markers of passage through the mod. Quest items that are no drop are made that way to avoid quest abuse or excessive camping which some players would see as fun, but as a whole be a detriment to the general playing pool. If someone could camp Xi Fu 24/7 and gather up a huge amount of its gear, is that terribly fair for other players? The major quests such as G1, Twilight, DwP, Starfall, etc. are hopefully designed to be self contained adventures within the Neversummer mod to keep the players entertained.

There's a lot of new changes out there in the mod that I'm sure will still bring new changes and items to a player's attention. There's a lot of good new quests for preepic players to try and cater to specific classes before hitting EC and turning your toon into a generic NS-gear equipped toon that looks the same as any other level 40. People who have done Melencia, or the Enchanted Forest realize this. The new Buccaneer's Den (which will be in the mod very soon, its being tested currently) will cater to sneaky types and give them a chance to stretch out some underused skills.

Hopefully most of you will agree that we've achieved a semblance of balance between different playing styles. We're still players of this mod first and foremost, and want it to be enjoyable for all.
