Evenshire Hermit acting up!

I am doing the ring quest again! And...the Evenshire hermit will not accept the Duergar belt...is something broke?

Which quest you doing? you realize that the two ring quests require different items right?

I am doing the STR ring quest....hermit will not accep tthe duergar belt.
