How do you get there?

Do you need a dragon, and what level do you have to be to use a dragon?

you dont have to take a dragon (lvl 9) but it saves time.....

Thanks... but I looked at the map... I don't see a transition between Phantom Woods and Sanctum Arcanum and I explored Phantome woods... do I need a high search?

No, you dont, but you need to get a closer look at the flora. You'll find what youre looking for eventually.
