Summon lvl 9, broken?!?!?

At lvl 20 you can summon dragons with this spell everytime... I suddenly hit lvl 21 and now the spell no longer summons dragons it summons weak weak weak weak elementals.

Anyone else experience this? Is it a bug?

I presume you are a cleric with animal domain. Else afaik you shouldnt get a dragon. If you are and you loose the dragon summon, its a bug...
