46 is the player cap on the server. That's because this is a level at which the server can still run without horrible lag. Also you have to remember that NWN has been out for a long time - the NWN server application does not take advantage of multithreading with the dual cpus the box has....

..Oh and lastly it's also because its a server not a miracle with an internet connection.
