Would it be possible to have the merchants in each city sell their guards equipment? It kinda stinks that you have to settle for the second best stuff or kill your own guards to get it.
for example, (arguably) the best greataxe is used by the TC guards, so for a TC/NC member to get one, they must become exiles, or ask someone else to attack their own guards.
Either way it should leave a bad taste in their mouth, and yet, its either that or settle for second best.

i have pondered this myself. perhaps not sell but maybe some special quests that reward you with said armor or weapon. for instance maybe add another level of city guard in neversummer and once completed some nifty deffender suit and helm is the reward ( make it eligable to levels 15 and up or something)

I don't think that selling the items is really something reasonable, although I certainly would not mind 
But include them as rewards for job-quests and all? This would fit in well with the 'honor ranking system' within each faction ...
