Here's one I haven't heard before that I just thought up.
No rest restrictions with PvM.
However, if an occurence of PvP happens, the caster can't rest for a given period of time.
Balances mages out from spamming the crap out of players, but keeps all the fun of killing AI bots!!!
There is no way anyone can come up with an argument against this.

there has to be delineations between pvp and pvm. in my opinion, you can't define the boundaries that seperate it.
example: a player is killing some giants, another player comes by and sees the player attacking the giants. the player who comes by stabs him on the back. say the player who gets backstabbed was able to escape but was being pursued. he finds a room and realizes that out of emergency he had to rest. being under attack by a player as the most recent event, would the player be able to rest at all? lets say he needs different spells in order to become more defensible aside from being pvm-oriented. how will the server determine this?
resting should be allowed anytime, anywhere. ns4 takes a bit to level and making resting limited whether pvp or pvm will just ruin things. instead of limiting casters, it'd be best to give other classes more opportunities to interact pvm or pvp-wise.
fighters for example would be able to drink potions which durations can last depending on their level. this is one sugggestion, would be better on a different post though.

Actually... What about a script that would take into account the spells slotted to be relearned and increase the rest time.
The idea being that it is spell preparation time. This is especially applicable to wizards since they do have to do spell prep.
Sorcerors and clerics? Yeah, okay. Maybe not as applicable. But, just a suggestion.

casters really shouldnt be blamed if they rest. it's not about limiting a class. its a matter of giving more "oomph" to others. if you fellas really wanna limit rest time, just make level 21+ casters have an added 30% wait time whenever they rest. thus if they rest, it will take them a looooonng "zzzz"'
