Yeah this sounds strange and from what Ive heard armor modification will be possible when NS4 opens completely but what Ive seen on other servers is the ability to modifiy characters themselves.
The process would be something like this:
Characters that meet the requirements (say level 25+ and no previous character modifications on that character) could use the toolset to modify the appearance of their character - then send the saved file to a trusted DEV member or selected volunteer who has access to the server vault. As long as the appearance changes DO NOT AFFECT the statistics of the player in ANY WAY then the Dev/Volunteer would replace the file with the new appearance...
This would allow for higher level players to add wings, tails, make new desicions on tattoos, skin color, heads, and much more without the Dev team having to personally go in and redesign characters...
The level 25 req. would keep newbies from requesting it on every character and also make the character modifications a prestigious type thing. At level 10 if you see someone with wings (other then RDD) then you know they are much higher level. Also, there would only be one character modification allowed per character to keep from having level 25+ sending in new modifications everytime they feel the whim to. It would be a one time thing...
It could be added to the storyline as "the gods revealing your true self"...
I think it would be a really cool idea, especially for those as vain as Iam... you know the type that dont wear helmets unless they look good... Tell me what you think...

There are a lot of ways to alter character files that aren't overtly obvious. Players making changes in offline files is just a bad idea.
If I'm not mistaken, most parameters of character appearance can be changed in-game with the right scripting, but there are a healthy backlog of bugs to plow through before worrying about cosmetic changes.

The devs are looking at ways to script char file changes now. It would allow perm stat changes, adding wings/tails, etc. Look for it "soon". By that I mean sometime in the far future. :)

As a fighter/RDD, I appreciate the look of prestiege that my wings give me, but they're so...red.
I mean, red's ok, but eventually it gets old. I'd love to be able to change the color of my wings, maybe it could be done automatically via an alignment check? Or simply make a wing-care NPC who takes a decent amount of gold, say ~500k-1mil(?), and recolors them for you?
Also, perhaps another of this type of NPC could be located in a high-level area (to keep low levels from runing around with them so they remain a sign of power), neutral to all so that other high level chars could gain wings, though obviously some restrictions would need apply; dragon only for RDD, angel only for good, demon only for evil, etc...
Well, just an idea, what do you think?

Wings colours: Bioware limitation. They don't supply any other colours. For them to be in NS it would require a hak. In that hak you would need to add the new models for wings.
Currently bioware supplies 6 types of wings: Demon, Angel, Bat, Red Dragon, Butterfly, and Bird. Again, adding wings or changing wings takes a character file modification.

It's a matter of "zots". Maybe they'll expand the choices in a later patch. Wings don't make themselves, y'know. They have to reskin the models for each race with the proper colour texture. :)

Actually you can just throw wings on any model with a node that will attach them. It's "simply" a matter of making a new texture, and I think the base model type (i.e. troll, human/halfelf or dragon) contains settings for scaling them appropriately when rendered.
I don't remember if there's a specific limit to the number of classes you can have...that might enter into it, plus coding the feat-based method they use for immunities and so forth. Heh, then we'd see x bard/10 rdd/10 bdd (immune to fire and cold, +16 str, +8 con, +4 int and char, +8 nat ac, 2 pairs of wings, 2 once per day breath weaps...)

I vaguely remember seeing a modification to the RDD prestige class where upon selecting the first level you select what color dragon you take the class in. From then on your abilities/class feats were doled out in line with whatever you selected as your dragon type.
I imagine that this could be coded similar to how the Weapon Master is, a selection similiar to Weapon of Choice: X except as X Dragon Disciple.
Coding a dynamic Dragon Disciple class would also allow expansion of the selection a lot easier in addition to avoiding "cheesing": people taking multiple Dragon Disciple classes.
I feel the pain of the Devs, I'm an old-time Quake 1 modder and coded a number of extensive mods in my time in addition to throwing my hands up over and over again when realizing I needed to completely remove a whole idea from a mod when the engine got in my way. It seems that qc is to quake.exe as nwscript is to nwmain.exe.

It's late - couldn't resist.
@satantrik
Yes, I can see that method as a way to do dragon disciple flavors. Couldn't resist the dig of how Bioware would probably implement it though.
As far as Bioware engines go: seen some similar complaints about the BG (Infinity) engine--too much of it is hard coded. Whether using the DnD IP has something to do with it or it's just how Bio designs, I'm not sure. Pretty much hoping DA will be a lot better in that respect is about all we can do.
Actually new classes in NWN only became possible with 1.31, when they took class data out of the engine to do the first set of PrCs...before that all you could do was replace existing ones (same as races are now and always probably will be
