Elvin bug in Avendell

I was purchasing some Tools from Elvin in Avendell and when I got to the Tool section the conversation for the quest for killing all the bugs in the sewers of Neversummer came up. I was still able to buy the tools so it was not an issue aside from aesthetics.

that's often due to lag causing dialogue mismatches. overall, elvin is pretty much okay. (except the fact that he's in all faction headquarters)

Maybe Elvin just had a bad run-in with Halastor.

Yes its just lag, I had vice versa from Lord Pepin getting a dialogue for Elvin. The only change I think that needs a change is the Elvin in Ragnar's Kin, make him a Dwarvin the Vendar or something like that
