Former guilds of a particular faction have first choice of re-applying to that faction, as well as, a couple of new guilds who stated the application process just before the update.

The 2 Guild per Faction rule is still in effect but is under review.

Displaced guilds applying for a new location to run from are being partly viewed as a New Guild Application.
