Rules & Benefits of a Guild

I was wondering if you could post the rules necessary to create and maintain a guild.
I read something about tags, I assume that's the initals or whatnot in each characters name. If that's the case, how do existing characters join (for an official guild)?

What are the benefits of a guildhouse? Can items, gold, etc. be stored there?

What other in-game benefits are accorded officially recognized guilds?
What are the rules for creating & maintaining? If these are already permantently posted, the link would be great.

Can guilds cross factions, or are they faction & ally specific?

More questions to come after the first set of answers.
