I like the idea as well, my only concern is, if there are enough "non-caster type" players going to be present at the event to pair up with the "caster types".

You don't have to have a caster but you are limited to one caster if you decide to have one. At least thats my take on it.

You know, I was looking for a picture earlier but couldn't find it. It had a bunch of kids wrapped tightly in Styrofoam to the point where they couldn't move, holding nerf bats in an room coated with bedding so that no one got hurt. This kind of reminds me of that.

I see all the rules and restrictions you've come up with and I understand that your intent is to level the playing field but in so doing you've created other problems as well.
The main problem I see with your approach is that your attempting to make a build vs build tournament with a team format. And you're getting two paradigms at odds with each other. This is an event about the build. Yet its a team event two on two, not one build against another build. As teams are participating then it would make sense that a team could bring two builds that compliment each other and cover each other's weaknesses. But they can't buff each other and if for some reason the group buffs a player wants to use get dropped in combat, he has to run away from his teammate to rebuff for fear that he'll buff him. Your telling people, "bring a team to prove that you're the best, but you can't play as a team." So people are trying to assemble teams that don't have to depend on each other to be effective, which goes against the whole concept of what a team is.
Furthermore very few people build without incorporating one of your so-called caster classes into their builds. Right now melee builds are limited to; fighters, barbarians, rogues, monks, shadowdancers, harpers, weaponmasters, RDD, Shifters(if you only take 5 druid), CoT, DD's(widely regarded dead), Assassins(where will they hide in an arena) and PM's(how'd they make it in here). Now look at the way factions are limited in what people can build. Suddenly things get much more difficult
Its a round robin, but its not a round robin its a single elimination tournament with a random draw seeding for first round. This is the definition of a round robin; A round-robin tournament or all-play-all tournament is a type of group tournament in which each participant plays every other participant an equal number of times. (wikipedia)
Some things that I think could be done to simplify, while keeping the gear restrictions in place. These suggestions are not inclusive and need work.
Make it one on one tournament. If you want you can divide it into classifications: Casters, Dexxers, and Str Based, and reformat what is considered what.
or keep the team format:
Drop the buffing restrictions.
Drop the restrictions on what people can bring.
-- Maybe refine your definition of a caster. Anything that can cast lvl 4 spells and higher. Most classes that can cast don't get effective offensive spells, till the higher level spells (barring some exceptions grease for example). To me some of them don't make sense, specifically paladin, ranger and blackguard. How does a Blackguard qualify as a caster? They can summon but they can't cast much of anything except for self buffs. Very few people are going to build a ranger and not build for their bane ability so are going to build far outside the level limits you have set on them.
-- A simpler method would be drop class restrictions altogether. Once you made this a team event, it should be a "team" event. Teams are made up of members who can play off each other's strengths. Yeah this suddenly makes certain teams much stronger, but that's the benefit one would expect from having a team.
Drop the entry fee. If people have nothing to lose, then they're more likely to participate. Participation is what you want in an event. As it is right now, you've created conditions where only people who have high level toons and can amass the cash or spare the books will be able to participate.
Overall I believe that you've over-thought this format. While your intent was to make it a level playing field, the team idea has alienated many of the builds on the server from participation and created conditions that made people uncomfortable with the format. I don't know, this is just the problems with the format. The idea is great and the intentions are also great, it is very obvious that you've worked very hard to create conditions for a level playing field, however, I think that playing field never germinated. Last night was the deadline for entry correct? I'm curious as to how many registrants there were?

I doubt CoT that doesnt have 6 lvls of cleric/paladin exsists. Also all lvl 40 shifters have at least 6 lvls of druid. 5 is perquisite and you take 6th to put some more points in spelcraft, and if you want epic shapes you need minimum 10 lvls of druid. But still its the rules and we can abide to them. My only worry is that there will not be enough non caster toons so all people that want to can participate.

Seeking clarification on scenerio regarding who would be considered winner. What if my level 40 druid is able to cast 6 creeping dooms and all in arena perish to its effects...who wins?
