This weapon is much underused. And as far as I know it can't be used in conjunction with arcane archer anyways. What if the devs increased the critical modifier by 1 or 2?
That way it would have a critical hit on 18-20 or even 17-20. As you can't give it keen, you can't increase it further either. I'd say 17-20 would be best.

We can keen them, though we won't because they're already great. NC can do brutal things with them (CoT), others could probably do ok (cler obviously).

Everything is good or better with divine might. Still, why would somebody choose a crossbow over a longbow, shortbow or sling? Heck, I'd even use shurikens first.

Yeah, crossbows suck pretty hard.
The only crossbow better than +5 is a generic duskwood crossbow, you need a feat to shoot more than 1 bolt per round, and they require two hands to use.
From a game mechanics standpoint, slings, shortbows, longbows, and throwing axes are the only ranged weapons anyone should use.
