Maybe unpopular but...
I'm glad to see the Player Poll section being used again, but don't expect to see a wipe for a long time. The two previous wipes were almost experimental; after the last one, the Man in Charge © said there wouldn't be another one unless something went totally, unpreventably wrong with the servers or when NS4 finally went out of Beta. Failing those things, we must be human enough to see the reality that money makes the world go 'round; and we're not about to delete characters people have dropped a lot of money for and thus shatter their purchases.

You could just grab the reaper area/script from NS3.5... It seems to work just fine! I quite enjoyed slicing up all of my failed builds on NS3.5 East, the gatekeeper voice set for the reaper itself (is/would be) a nice touch...
You could either put a reaper NPC in the Planar Rift (once it's open) or maybe in a tower in Avendel? Or even replace the useless dryad or whatever in the NW corner of Av with a reaper, have him take you to Pergatory or something, where you confirm the true death of your toon.

I too agree that there should be some sort of reaper to wipe unwanted/screwed up/cloned characters. At least half of my characters are junked and taking up space. The only other thing to do with them is convert them into mules. It would probably be better to put a reaper in each faction city, since an Avendell reaper would be harder to get to for some characters.
There's a few characters that aren't wipeable though. I have someone else's bugged character that I can't log on at all because of some error, and my very first character is stuck in the faction selection screen because I made the mistake of logging there. Neither of those would benefit from reaper.
