And to keep some balances in place, make it faction only, with a max level limit (the dragon transport will brook no competition), and anti-relic (too mush of a power drain). A newbie moving portal will work best if its *just* a newbie moving portal.

Hm, about Daeron: Any chance these docks will see some change? Or has it a similar situation as Garagoth? Isolation and xenophobic behaviour?

I understand that Daeron has some ferries nearby: Windale and Highlands. Maybe give Daeron a possibility to reach them? At least Highlands . That would give that region a feeling of interaction.
Of course it would grant enemies an easier access too. Coming from Haddon Mirk ie.

IMHO: I still feel that Daeron and Garagoth need to have thier ports opened up to FD if for no other reason then balance. Grey Shores and the Highlands should have a cheap ticket to each other similiar to Windale/Blackhills or even just connect all four. Take the FD ferry away from Grey Shores and move it into Garagoth so that they can actually use the docks. Add a FD ferry to Daeron so they can stop taking the shortcut through Sleeth.
