Bug with Call lightning

Call lightning is bugged. Between lvls 11-14 it does 1d6 per caster lvl, at lvl 15 it switches back to max 10d6. At 14 my maximized call was 100, it drops down to correct value at lvl 15.

It works differently depending if you're inside/underground or outside (d4 and d10 respectively?). Sure it's not that?
