For the benefit of the mage: I see no reason to reduce the drop of the crystals if it will be caster only effect. If anything, maybe a SLIGHT increase in their drop rate would be more appropriate.

Yes, I'm sure the fact that I've seen a crystal in nearly ever bag on the planes just goes to show thats not near enough. My consern with Timestop is the scroll users... I mean you need like 20-30 umd, 60 cons is easy to get uber cons items, and greater trans focus.
So let's see lvl 35 rogue 5 bard with 3 round timestop scrolls... is this starting to become OP? It's really a good thing you can't craft timestop scrolls as far as I know, if anyone knows a way please share. I've been seeing quite a few non sorc/wiz latly useing the TS scrolls for long 2-3 round durations latly.
Maybe the droprate of timestop scrolls is too high, maybe they shouldn't drop at all for this reason. If you disagree that's fine opinions always welcome.

the caster-only spammable time stop was still an issue in small scale battles on ns 35 when i was last there (only defense was... better ping time on YOUR time stop). It's better than what we have now, but some additional limitation would add an element of strategy to it and give a small chance to all the non-timestop builds.
crystals are basicallly a non-issue (it basically doesnt matter if the requirement is removed or stays.) they may have been meant as a limiting factor but even on ns35 (where they dropped WAY less often) it was no great task to hoard enough to time stop as much as you like.
