Dex question

I have a character who when he reaches lvl 40 will have a base dex of 30. Now then w/ a pair of +6 or greater boots will he still only have a +12 dex bonus to attack and to ac? If so I need to reconfigure some feats and only take his dex to 28.

The cap is a limit on the total magical boosts you can have.

If your base dex at 40 is 30, then you will be able to get an additional +12 buff for 42 dex.

so if I had a 42 dex, then I would be capable of having +15 to ac and ab from dex correct?

40 dex is +15, 42 is +16. And yup, that would be correct.
