Movement decreased?

When I went from server 2 to server 1 at Avendell recently I reappeared with my movement decreased. I am not encumbered and this is the only item showing up against me. I attempted to rest to see if it cleared, raised my strength, all to no avail. When I went to server 2 again I was normal. I moved down to the Black Hills and experienced the same thing.

Does anyone have a suggestion as to what could be impacting me?

Simple fix for such: enter stealth and/or detect mode, then exit it/them. This happens when you switch servers while having a movement speed decrease.
